For the temporary export of cultural property, it is necessary to submit:
The legality of the import and export of cultural property is controlled by the Federal Service for Supervision of Compliance with Legislation in the Field of Mass Communications and Protection of Cultural Heritage.
- An application for a temporary export order.
- The agreement with the receiving party, which includes:
- Terms of temporary export;
- Storage and return conditions.
- Insurance (mandatory for cultural property from the non-governmental part of the Museum Fund of the Russian Federation).
- A copy of the individual's identity card.
- A document confirming the ownership or use of cultural property.
- The owner's consent (if the export is not carried out by the owner).
- A list of cultural values with a detailed description (in 2 copies).
- Color photographs of objects (in 2 copies).

Individuals traveling across the customs border of the Russian Federation may import/temporarily import cultural property necessary for their personal use, as well as export /temporarily re-export imported/ temporarily imported cultural property in accordance with the procedure provided for goods transported by individuals for personal use.
The general procedure for the import / temporary import and export / temporary export of cultural property across the customs border of the Russian Federation is regulated by the Law of the Russian Federation dated 04/15/1993 N 4804-1 "On the export and import of cultural property".
When importing cultural property to Russia, you will need:
- Get an expert opinion from the importing country on the value of the item. However, the customs services may detain the cargo in order to obtain an additional expert opinion from the Ministry of Culture of the Russian Federation.
- Prepare a package of documents describing the imported items. These may include photographs, a catalog description indicating authorship, year of creation, size, and other details.
- Save the documents confirming the purchase or donation of the item.
- It is also necessary to present an invoice and an expert opinion.
- Get an import permit.
